It is likely that two characters from Tenpenny Tower, Irving Cheng and his wife, as well as Chairman Cheng, the leader of China before the Great War, are a reference to Ashley Cheng. Another possible reference is an empty body locker in Point Lookout's Turtledove Detention Camp, which is ominously labeled "A. Cheng".
