The Freeside NCR Squatters Incident refers to a period of heightened tensions in the district of Freeside between the "locals" including the Kings gang who are considered the de facto regime in the area, and citizens of the New California Republic who reside there as well, considered "squatters" by the locals.

Prelude[]

There are two types of folk inside Freeside; those that have lived here all their lives (Locals), and those who came in with the NCR (Squatters). Each blame the other for problems.Rotface

Before the New Vegas Treaty, Vegas was inhabited by groups of warring tribals. Those that refused to abide by Mr. House's rules for the Strip when he reemerged and attempted to assert his control were exiled into the surrounding slums which became the district of Freeside. Among them, the man who would become known as The King discovered the King's School of Impersonation, believing it to be a pre-War temple honoring the lifestyle and values of a man called the "King". He brought together like-minded residents of the slums and formed an organization dedicated to the ideal of the freedom of the individual. This was the origin of the Kings.

In the years following, the Kings grew to become the largest faction around in Freeside, gaining de facto rulership over the area despite The King's staunch beliefs. However, a cool attitude and a 'do slathered in hair gel doesn't wipe away bad character. Many of the gang's members are admitted xenophobes; they published a smear campaign against the NCR and were known to harass and bully NCR civilians coming from the West, calling them "squatters" not meant to be in Freeside.

When the NCR arrived in force prior to 2281, they brought with them a large number of settlers that began to take up residence in Freeside, often resulting in "locals" that had been there their whole lives, being pushed out onto the streets to make space, and leading to growing tension and conflict between the two.

Struggle[]

As the NCR's Mojave campaign got under way, they offered aid to the poor and misfortunate citizens of Freeside, sending an envoy to start talks with The King as he was known to be a sympathetic and charismatic figure that could tap the locals' goodwill. Unfortunately, Pacer, a highly xenophobic and thuggish member of the Kings, violently rebuked the envoy and chased them away before The King could find out about it, leading the NCR to cease further attempts at establishing peace and support aid for the locals and worsening the growing conflict.

With their public support decreased, the relief effort's funds were significantly cut. This forced the aid workers in Freeside to only hand out food to the NCR citizens/squatters and not to the locals, though the officer in charge, Major Elizabeth Kieran, was known to make exceptions if said locals were friendly with NCR civilians.

Likely through Pacer's influence as the right-hand of The King, the Kings in the meantime actively shunned any "squatters" they came across, bullying them repeatedly, and charging them double the price for locals in order to drink from the local water pipe.

When the Courier arrives in Freeside and discovers the broiling situation, they can go and talk to The King who employs them to find out what's going on, starting the G.I. Blues quest. If they go to Freeside on behalf of Ambassador Dennis Crocker to sort out the situation, it starts the Kings' Gambit quest, both of which require the conflict to be sorted out, whether diplomatically or forcefully.

Following the Second Battle of Hoover Dam, Freeside came to be known as one of the more stable areas in the region. Ironically, NCR refugees found Freeside safer than most of the rest of New Vegas, where resentment still lingers. After their victory at Hoover Dam, the Legion quickly set about destroying all remaining resistance, including any groups with ties to the NCR. Upon discovering the Kings' newfound relationship with the NCR, Legionaries flooded the streets of Freeside, and the Kings were quickly destroyed. Complete Kings' Gambit by having The King agree to stop the violence against the NCR in Freeside. Complete the endgame quest Veni, Vidi, Vici for Caesar's Legion.

While the NCR was busy fighting the Legion at Hoover Dam, some Kings took it upon themselves to attack NCR citizens and soldiers around Freeside. When the NCR moved to secure the region, they cracked down the hardest on Freeside, sending a full platoon to sweep the neighborhood. Most of the Kings were killed, with the few survivors driven out into the wastes. Complete G.I. Blues by killing Kieran and her forces. Complete Kings' Gambit by assassinating Pacer. Complete the endgame quest Eureka! for the NCR.

During the Second Battle of Hoover Dam, some Kings took it upon themselves to launch several attacks on NCR citizens and soldiers around Freeside. Mr. House looked on these actions favorably, seeing them as proof of the Kings' loyalty to New Vegas, and decided to leave them alone. Complete G.I. Blues by killing Kieran and her forces. Do not complete Kings' Gambit or complete it by assassinating Pacer. Complete the endgame quest All or Nothing for Mr. House.

Impressed with the Kings' continued attacks upon NCR citizens and soldiers, the Legion offered them the option of being assimilated into the Legion.
