The narrator in Fallout, Fallout 2, Fallout 3, Fallout: New Vegas and Fallout Tactics is Ron Perlman, quite a well known Hollywood actor. He narrated the game intro and the endings for various towns in the games. He did not voice Fallout: Brotherhood of Steel, where Tony Jay (the Lieutenant from Fallout) narrated the intro instead. His most famous line is, arguably: "War...war never changes."
