When installed into Light Switch 01 and activated, this lighting turns all the lights in The Sink a green color, providing +2 bonus to Intelligence and a +5 bonus to Repair and Science for the first 12 hours after being exposed to the light.

Found on the bottom floor of the X-12 research center, propped up against the projector at the end of the stairs.
