This isn't just any dead cat, it is the corpse of Mr. Pussy, the beloved pet of Ruby the prostitute. Recovering his body is a key part of the quest, Find Ruby's Cat.
Location[]
The dead cat can be found in a house in the first set of buildings encountered in the Carbon Crater. It's in a room in a building to the right, when coming from the crater entrance.
