A. Ron Meyers is the self-styled captain of the PMV Valdez, anchored in the San Francisco harbor around 2241.

Background[]

Captain Meyers is a punk who wears tattered clothes and a captain's hat.[1] Prior to his captaincy, Meyers was an Enclave technician at Camp Navarro; however, he deserted to San Francisco once he realized the organization he was serving was not a continuation of the United States of America but instead remnants of pre-War wealth-holders.[2][3][4] Meyers values the honesty of the tanker vagrants, seeing them as good people, in contrast to the treachery he experienced in the Enclave.[5][6]

As an alternative to having completed the quests, his scripting checks for good reaction to be willing to talk to the Chosen One. But reaction level is not (re)calculated at dialogue init, so this check never passes.
