Bobblehead - Luck is a Fallout 3 item, a Vault Boy Bobblehead. It permanently improves your character's Luck by 1, to a maximum of 10.
Location
The bobblehead can be found in the basement of Arlington House at Arlington Cemetery on a shelf. The cemetery can be reached via the Arlington/Wasteland Metro. (World Map waypoint says "Flooded Metro". Located near Wilhelm's Wharf.)
Notes
The meaning of the inscription is that, since Luck increases all your skills by a small amount, you can, theoretically, get 101 skill points in a skill. The way to do this is to give your character 4, 6, or 8 Luck and then raise your skill of choice to 100. Then, the next time you level up, take the perk Intense Training and increase your Luck by 1. The reason it works only with 4, 6, and 8 is because 5, 7, and 9 increase all skills by one more than 4, 6, and 8. Therefore, you should be able to get 101 skill points, and as a result, are "giving more than 100%".
- The bobblehead has a four leaf clover in its right hand. This may be because four leaf clovers are meant to be lucky.
