The Bill of Rights is a quest item in Fallout 3.

Characteristics

This nearly 500 year old document ensured all American citizens basic rights that their government could not breach, but it's useless now in the lawless Capital Wasteland. It can be sold to Abraham Washington for 100 caps (125 with a haggle).

Location

In the National Archives, the Bill of Rights is in the center of Archival Secure Wing East. On your way up you can find the The Bill of Rights on one of the floors in the fenced off area with a safe (next to a Lying, Congressional Style).
