Caleb is the leader of the Regulators in Adytum around 2161.

Background[]

Caleb is in his thirties and has the look of a stern man with plenty of authority.[1] This impression is correct, as he is the commander of the Regulators,[2] the police force that is the true power in Adytum.[3] Although he derives his authority nominally from Jon Zimmerman,[4] he and his men are their own masters.

He hates the gangs of the Boneyard with a passion, particularly the Blades, who attempt to undermine his authority and remove his Regulators from Adytum. To manufacture a reason to take action against them, he ordered his subordinate, Cravotta, to kill Jon Zimmerman's son in a way that would allow him to frame the Blades for the murder.[5] He lies about the situation to the Vault Dweller in conversation.[6]

He will provide some additional information about the area to the Vault Dweller, including some harsh words regarding the Blades.[7][8]
