Mr. Dover was the name given by a person who pre-ordered a copy of Manta Man in the month of September 2077, and then did not collect it. As the name of the other person who did this is said to be "Freely", it appears likely that this was a prank directed at the store's owner, as the names "Ben Dover" and "I. P. Freely" are audible puns notoriously used in this way. The goal was to drive up sales of the otherwise unwanted Manta-Man comics, or merely to irritate the owner and waste his money. [1]
