I just got FO3 goty for PC. I'd like to build a character that can survive Operation: Anchorage and maybe have a chance to get General Jingwei's uniform and sword. Also the Covert Ops perk. So my question is, what is the lowest level I could survive to start the quest. What skills should I concentrate on ?
