Andy Scheppman is head of the NCR Army assignments office. He is a friend of Major Joseph Polatli, so it was twice as hard for him to dispatch a letter ordering the Major to pull all female NCR soldiers from Camp Forlorn Hope to Camp McCarran AND deny him any further reinforcements.
