I've read in a few places about a "Character Editor" for FO1. Three things.
What is it?
WHERE is it?
Is there one for FO2/Tactics?
You're looking for "FALCHE". Google it, because there are different versions and you might find something else you want. What you have to do is make a brand new character and save the character, before starting a game. You load that character into the editor, which means it only works on a brand new game. Yes, there is one for Fallout 2. I don't know about Tactics, but I would suspect there is one for it as well.Pinkynperky04 14:02, November 8, 2009 (UTC)
