Atomic powered heating... gotta love it.

Glowing workers are inhabitants of Gecko in Fallout 2.

Background

The glowing ones absorbed enough radiation to start glowing, but luckily avoided going feral. They enjoy working on the leaking reactor, as the elevated radiation levels make them nice, warm, and comfortable. Plus, it's great job security.
