Governor Graham was the lieutenant governor, and later self-declared provisional governor, of the Commonwealth of Massachusetts in 2077.

Background[]

Graham was power-mad, egotistical, somewhat unhinged, and highly paranoid against what he perceived to be the threat of communist infiltration.[1] Sometime in October 2077,[2] he staged a power play, elevating himself from lieutenant governor to provisional governor of Massachusetts,[3] and declared martial law in Boston.[1] Under his authorization, lethal force could be used against anyone who failed to prove that they were not Chinese spies.[4]

Things in the state house also degenerated during Graham's brief term. With leaky plumbing and crumbling infrastructure, the state house required renovation. A maintenance team sent in to repair the bathrooms were given only one week to finish, as Graham considered having to leave the state house to find bathrooms during the maintenance period to be an affront to his image.[5] Furthermore, he tightened the budget by directing staff to avoid "overspending on miscellaneous things," which ended up including the quotes for the state house's renovations, making further maintenance more difficult.[6] Even the resident janitor, Frankie, gave up, fully expecting the house to fall apart at any minute.[7]

Because of the unconventional (and nondemocratic) nature of his "changes to political power," Graham faced resistance from others, such as Treasurer Robert Yemelin, who tried to remove him from office. This resistance resulted in physical damage to the Massachusetts State House, which prompted Graham to have all of the state house's important artifacts placed in storage for safekeeping.[8] In the case of the treasurer, Graham, paranoid, simply believed Yemelin was after his position, and refused to leave office nor undergo the "traditional" process for obtaining the governorship.[9] For his part, Yemelin had been concerned with the misappropriation of public funding for military use, likely related to Graham's plans,[10] but Graham's evident accusations that Yemelin was a communist, and the increasingly poor condition of the state house, led the treasurer to consider resigning at the start of 2078.[11]

The effects of Graham's term can still be felt in 2287. Graham never ended the martial law, and even 210 years later, military robots continue to carry out his orders with lethal force.[12] Meanwhile, the state house's lack of maintenance (and the Great War) has caused it to partially collapse and flood.
