A veteran of the wasteland with a broad array of combat skills, Harland stands out from among the Brotherhood in more ways than one. Unlike the rest of the ghouls, he puts no stock in Jason Bright's teachings and doesn't care about the Great Journey. He's in it for the companionship of fine-looking ghoulettes, something he was dearly missing during long nights in the Mojave before he joined Jason's outfit. In return, he helps out with various tasks and keeps his hunting rifle ready to take care of any threats to the ghoul community. His skills saved him during the nightkin attack, when he tried to pull a group of panicked worshipers out of the basement before the nightkin cut them all off. He underestimated the nightkin, who were already swarming the basement. Trapped between a hammer and a hard place, he fought his way into a storage room, setting up a kill zone at the only entrance to the chamber. After losing three of his men, Davison sealed the storage area off.
Since then, Harland has been waiting for someone to extract him and his friend (or confirm that she's dead). He subsists on condensation gathering on rusted pipes and the odd radroach who wanders into the room, while using one corner of the storage area as a makeshift corner. It's not a comfortable state of affairs and Harland would prefer to get out of the situation sooner, rather than later.

- Come Fly With Me: Harland is a crucial element of the peaceful resolution to the quest. In return for letting the player inspect the room for Stealth Boys, he will ask them to find out what happened to his friend, taken by the nightkin during the attack. Returning with news of her demise will allow the player to learn that the Stealth Boys were shipped out of the test site long ago. Trying to go up the stairs before that will cause Harland to attack.
- Note that it's possible for Harland to die as he leaves if he runs into a hostile nightkin.

- Harland is not part of the ghoul faction and ferals will attack him like they would a regular human.
Harland appears only in Fallout: New Vegas.
- The Courier: "What "folks" were you escorting to work?"
Harland: "Oh, you haven't run across Bright's little cult upstairs, eh? Harmless bunch, really. Religion and me never really got along, but they're good company. I helped out with odds and ends."
- Harland: "Come and get it, you big dumb - Hey! You're not one of those things out there. Who the hell are you?"
The Courier: "Jason sent me down here to get rid of the "demons.""
Harland: "And I bet he told you it's the creator's will for you to risk your ass, instead of him, right? Well, good luck with that! I'd give you a hand, but no thanks. I may look like a corpse, but I'm partial to living!"
The Courier: "How did you end up trapped down here?"
Harland: "First off, I'm not trapped. This was a tactical choice, all right? I'm no match for those things out there, so I found a good defensive position, and I've been defending it, right? ...Aw, who am I fooling? I'm trapped. Name's Harland. Pleased to meet you. What happened was, I was escorting folks down to work when those things attacked us. Most of the fight was upstairs, but some folks panicked and made for the basement. And I went after them. Well, turns out there were even more of those bastards down here than upstairs, and things went to shit fast. I couldn't find the others, so I fell back to this room and set up a nice little kill zone. End of story."
The Courier: "You don't look like the other ghouls from Bright's group."
Harland: "Guess the outfit gives that away, huh? I never did buy into that religious mumbo-jumbo with the robes and all that shit. It gets lonely out in the wastes, okay? And I don't have to tell you that Bright's group has got some fine-looking ghoulettes in it! Eh... or maybe I would have to tell you... Anyway, I helped them out, and they kept me supplied with ammo and pleasant company."
The Courier: "How have you survived?"
Harland: "I'm not delicate. Radroach meat for protein, condensation off the pipes for water, and I do my business over in the far corner. I wouldn't say it's been comfy."
The Courier: "How can I help get you out of this room?"
Harland: "Ha! Well, you're polite, I'll give you that. If this was just between you and me, I'd do as you ask. But it's not. I had a friend with me when those mutant bastards came out of nowheres. She panicked and ran the wrong direction - further into the basement. She's probably dead, but I ain't leaving until I know for sure. I'd have gone looking myself, except I wouldn't last a minute out there. You, on the other hand, seem pretty resourceful. Find my friend, and I'll get out of your way."
The Courier: "I'll try to find your friend."
Harland: "Thanks. Let me know what you find out. Here's hoping she's okay."
- The Courier: "Chris said you might know where I can find computer parts."
Harland: "He did, did he? I swear, I should tear the rest of the hair out of that cocksucker's head. Send a rescue mission after Harland? Nah, let's just send some smoothskin whose radio got broke! Harland's tough! He probably enjoys waiting to be attacked at any moment! He probably loves eating nothing but roach meat! Licking up condensation from a rusted pipe is his idea of fun! So's doing his business in a corner, and smelling it for days! But oh, that's right - the crisis is that you need some computer parts! Well, you can go fuck yourself until you get my friends out of this mess."
