Weather station guard is guard of Caesar's Legion living in the Mojave Wasteland in 2281.
He is guarding the weather monitoring station at The Fort.
Background
The Weather station guard is a member of the Praetorian guard who is stationed at the weather monitoring station, which houses the Securitron vault underground. The guard will give the Courier's equipment back to destroy the securitrons housed in the vault, or upgrade them by Mr. House's or Yes Man's orders, and will also disarm the PC when exiting the weather monitoring station.
