Colonel James Hsu is the commanding officer at Camp McCarran in the Mojave Wasteland, 2281.
Background
He is found at Camp McCarran. Enter the Camp McCarran Terminal building and his office is on the left. Hsu may be the first character to mention the missing Ranger Bryce Anders as well as Fiend leader Motor-Runner, and when Anders is reached in Vault 3 he initiates the unmarked quest Killing Motor-Runner.

Quests
- I Put a Spell on You: Colonel Hsu is suspicious and thinks that there might be a spy in Camp McCarran.
- Kings' Gambit: Go to Colonel Hsu and tell him about the situation in Freeside. He will tell you to offer the King support from the NCR.
- Bounty Killer: Hsu talks about how bad the Fiends are and mentions their leader, Motor-Runner who's living in Vault 3. Kill him , take his helmet and bring it back to Colonel Hsu for your reward.
- Rest and Resupply: : After gaining a "liked" reputation with the NCR, Hsu will give you the key to the NCR Ranger safehouse.

Notes
- Speak to Boone about Colonel Hsu, and he'll tell you that he is a true soldier and would've made General long ago had it not been for meddlings by Lee Oliver.
- Colonel Hsu will give you the key to the NCR Ranger Safehouse if you have a reputation of liked or higher with the NCR

Bugs
- When partaking in the quest I Put a Spell on You, it is possible to get the 100 cap reward for framing Private Crenshaw unlimited times, all is required to do this is to talk to him and tell him you found out who sabotaged the monorail and provide him with the speech check as evidence. Once you have done this repeat to keep getting the 100 cap reward. NOTE: This continues to work even after the quest has been completed.
- Sometimes he will not give you the safehouse key, even if you are idolized by the NCR and have completed all of their quests. Make sure that you are not wearing any Faction armor (NCR Armor, White Glove Society Attire, etc.), as this will influence how the game treats your reputation with various factions (including the NCR).
- Sometimes during the quest I Put a Spell on You after which you have clearly disarmed the bomb on the monorail, your objective will tell you to "Report to Colonel Hsu". Hsu however will have no speech options regarding the bomb, making the quest unable to complete. Oddly enough when he is killed you do not receive an objective update telling you of your failure of the quest, in fact it doesn't even bother changing the marker leading you to Hsu. It will continue to point you to his corpse. Despite not being finished from this bug, you will still hear about the story regarding the foiled monorail bombing on the New Vegas Radio.
