I'm not a medical doctor and I can't perform surgery. I would suggest that you go to one of the bigger cities and see a surgeon.

Joseph is a herbalist who serves as the doctor for the residents of Vault 13, namely the deathclaws.

A short man with a penchant for herbalism and natural remedies,[1] Joseph has joined the little community at Vault 13 after a run-in with the deathclaws in the desert. One night, a voice spoke to him in the darkness, asking him whether he would be dedicated enough to medicine to heal someone considered an enemy by many. He said yes, expecting a raider, but instead, he was asked to treat a wounded deathclaw. When he realized he could not treat the creature on site, he was blindfolded and taken to Vault 13, where he lived ever since.[2]

He is not a prisoner, however. He can leave the Vault whenever he wants and often does so to retrieve supplies and gather herbs. He once left the Vault for a week, staying in another town, as an experiment to see if the deathclaws were following him. When he returned, the sincere warm welcome and Gruthar thanking him in private for his return convinced him to stay permanently.[3]

He used the time spend in The Vault to gather knowledge about the deathclaws. He identified them as a mutated variant of Jackson's Chameleons, with a very developed intelligence, ability to learn on par with humans, and even capability of speaking in a manner similar to a parrot. He has also learned that their developed sense of morality and ethics instilled by Gruthar make them safe for humanity.

  1. Joseph: "{100}{}{You see a short man carrying a book in his hands.}"
    "{101}{}{You see Joseph, the herbalist.}"
"{102}{}{You see a short man with a book called "Herbs and Their Medicinal Uses."}"
  2. The Chosen One: "{132}{}{How did you come to be here in the first place?}"
Joseph: "{152}{}{I was gathering some herbs one night when a voice called to me out of the darkness. 'I have been watching you,' it said, 'and I know that you are a healer. Are you dedicated to your art enough to heal someone foreign to you? Someone whom many would consider an enemy?'}"
  3. The Chosen One: "{130}{}{Can you leave here if you want?}"
Joseph: "{140}{}{Yes I can, and often do. I have to collect my herbs from time to time, and I've never been stopped. I used to wonder if the deathclaws were secretly following me and whether or not they would stop me if I tried to leave. So one day I put the theory to test.}"
Joseph: "{159}{}{I traveled to another town and stayed there a week or so before returning. When I got back, I was warmly welcomed. Gruthar, the pack leader, came to me privately and personally thanked me for coming back. No, I am definitely here because I want to be.}"
