Joshua was a wastelander in the Capital Wasteland.
Background
He had some sort of relation to the author of the Loving life! holodisk. He had been told for years by the person that "if you really want to live, you've got to get out there and LIVE! Wander, explore, interact with this crazy Capital Wasteland."
He was going to be told by the author about what they had discovered, but because the author died, Joshua never knew or saw the author again.
