Captain Joyce West was the director of Project Somnus, a United States Navy black project that started in August 2077 at Sugar Grove in Appalachia and focused on turning abducted Americans into sleeper agents for use in operations on domestic soil.[1] She was at least partly responsible for ensuring that converted agents were sufficiently indoctrinated before clearing them for the field.[2]
