Both Intelligent and charismatic, Keene is the informal leader of the nightkin in Jacobstown. Although more rational and contained than either the likes of Tabitha or Davison, Keene is far from a perfect and overly aggressive to humans, impatient and also suffering from a minor form of schizophrenia that is prone to affect his kind.
Emigrating to Jacobstown town with his followers in hopes of receiving a cure for their schizophrenia that was promised to them by Marcus and Doctor Henry, Keene and his men have grown ever impatient of waiting for this cure. The lack of progress in research has brought Keene to make plans in trying to steal the Stealth Boy Mk II prototype, that Doctor Henry is using for the schizophrenia research, and leave Jacobstown to seek out caches of Stealth Boys, upgrade them to Mk IIs by using the prototype as a model and fuel their addiction.

- Guess Who I Saw Today: Confronting Keene during the quest determines the Fallout: New Vegas ending for Jacobstown. If Keene is convinced to back down and the research for the cure succeeds, then Jacobstown prospers. Otherwise, Keene's nightkin take to the road, terrorizing the Mojave far and wide.
