After Camp Searchlight was wiped out by the Frumentarii, creating a gap in the NCR frontline, the Legion was able to set up a forward outpost at Cottonwood Cove. A steady trickle of Legion raiders started to come into the south-eastern Mojave wasteland, establishing a raid camp in the sheltered southern slopes of the Highland Range. Raids on caravans and the scattered NCR forces around Searchlight continued, culminating in the Nipton Massacre, carried out as the preparations for the Second Battle of Hoover Dam. While most of the Legion responsible for the razing of Nipton headed back to Cottonwood Cove, a few remained to pillage the area, and take prisoners.
The small camp is nestled on two mesas, with a storage tent overlooking them both. The storage tent contains ample supplies of water and foodstuffs for weeks of raiding, while the two smaller tents out of dark red fabric serve as quarters for the contubernium stationed at the camp. Both levels have campfires for use by the legionaries. There's up to five legionaries at the camp, with more in the surrounding areas. A pair of Powder Gangers will also be kept here, the third place runner-ups from the Nipton lottery destined for slavery in Colorado.
The camp is not fenced-in, so wildlife can enter the area. Nightstalkers are particularly dangerous, as they can wipe out the camp and break Booted. NCR troopers from Searchlight can also get into firefights repeatedly, especially since this is one of the few areas where the legionaries respawn.
This Legion raid camp appears only in Fallout: New Vegas.

Two of them, Powder Gangers now tied up at the upper campfire, are ready to be rescued (if you want to incur the wrath of Recruit Decanus and his troops). The camp itself has bedrolls and footlockers in the red tents to loot, and a lower Campfire area too."
