A field commander of the Army, Lieutenant Monroe coordinates operations in the 188 trading post area, especially patrols south towards Novac. A competent officer who looks out for his men, Monroe was quick to set up a perimeter after one of his patrols was ambushed by Jessup's Khans on its way back from the town, with two soldiers captured by the Khans and held hostage in the Boulder City ruins. Unable to attack or leave, Monroe and his unit are stuck in a holding pattern, waiting for orders from command.
Monroe understands war and if brass decides to order an assault on the holed-up raiders, he will order his soldiers to attack, even if that means the deaths of Privates Gilbert and Ackerman. However, he would be delighted to find a way to resolve the stalemate without having to pay the price in blood.

- Boulder City Showdown: The Lieutenant starts the quest and allows the player to become a negotiator. Once the quest is completed without killing him, he and his soldiers will relocate to Camp Forlorn Hope and remain at the center, near the campfire. He will then offer some minor lore on the Dam, President Aaron Kimball's upcoming tour, and the role of Boulder City in the First Battle of Hoover Dam that resulted in a victory for NCR troops in 2277.

- Monroe is not added to the Camp Forlorn Hope factions and might not react to other soldiers being killed around him. Furthermore, he travels directly to the Camp overland without using roads, so he can be stuck on the mountains if the player follows him. Nudging him away or fast traveling away will cause him to arrive at his destination later.
