Lucy Palmer more known as "Old Lady Palmer" is a resident of Vault 101 in the year 2277.

Jonas's grandmother lives alone in her apartment where nothing has changed for decades. She's kind and proud of her grandson, and she bakes the most delicious sticky sweetroll. As a retiree, she no longer carries her PIP-Boy. Anne Palmer, her daughter, was team leader of a scouting party that left the Vault to explore the outside world in February 2241. Though she has agreed to Almodovar's plan to keep the habitability of the surface a secret, she frequently slips up and refers to surface events.

- Growing Up Fast: Old Lady Palmer attends the birthday party and gives the player a sweetroll, triggering a confrontation with Butch. Interestingly, she drops hints about life on the surface in her conversation with Amata.
- Trouble on the Homefront: Palmer sides with the rebels and is found alongside Amata She is aware that Jonas died, but apparently the Overseer managed to suppress knowledge of his involvement in the matter.
