Location
The note can be found in a green chest among four mannequins with flower vases during the random encounter Mannequin Friends.

We need to remember that people once walked here, once stood here with us. Once told us we were loved and that we were safe.
These are the ghosts of the people who died instantly. The ones who fell in the first wave. The ones whose bodies were never found.
Never forget that people once stood here.
