The bureaucratic Michael is the man in charge of the store room at Lost Hills. A stickler for formality, he requires that procedure be followed to the letter, especially when it comes to rare parts, such as systolic motivators. As he is personally responsible for withdrawals, this is also a matter of self preservation.
Of course, this has its drawbacks. Kyle, the Knight in charge of power armor repairs, is particularly annoyed by Michael's stance, as his latest repair is considered "junked" and neither Michael nor Rhombus are willing to authorize it for final assembly.
