Background[]

The document was presented in 1823 by President James Monroe, warning European powers not to interfere in the affairs of the Western hemisphere. Effectively, it declared the New World a sphere of influence of the United States of America, rather than of the old European powers.[1]

Location[]

At some point in time after the Great War, the document was recovered by the Capitol Preservation Society, and is available for viewing as of 2277.
