Proposed by President James Monroe in 1823, the Monroe Doctrine was an American policy that warned European powers to cease colonization in the western hemisphere as well as interfering in American affairs. Similarly, the United States would not interfere with European affairs, which would create two separate spheres of influence for the world powers.
