Colonel Moretti was an officer in the U.S. Army before the Great War.
Background
Moretti initiated an external research contract for new plasma rifles to replace the aging Winchester P94 plasma rifle. RobCo Industries won the bid and cooperated with the colonel in creating a prototype quantum plasma modulation matter injection rifle at the newly acquired REPCONN Aerospace facilities. Mass production of a standard-issue version began, but the Great War happened before full-scale production of the prototype began.[1]
In an interview in the March issue of Future Weapons Today, Moretti "slams the venerable P94 plasma rifle."
