"City of the Dead"
It's used as a stopover point for the maintenance and refueling of vertibirds. It's my belief that such a base may have complete technical plans of the vertibirds. All I need is for someone to infiltrate the base, steal the plans, and bring them here to me.Matt

Navarro or Camp Navarro[1] is a pre-War Poseidon Oil refinery, and a major Enclave military base during Fallout 2. By the time of Fallout: New Vegas forty years later, Navarro was overrun by the New California Republic, with the remaining base staff killed in action.[2]

Navarro can be found fifteen squares south of Arroyo once the Chosen One has been tasked with retrieving the FOB, stopping the Enclave or retrieving the vertibird plans for the Brotherhood, Shi or Hubologists, otherwise, it will not show on the map.

Background[]

Located north of San Francisco along the coastline, Navarro Refinery was a major oil processing facility of Poseidon Oil.[3] Adjacent to the oil installations, a government-funded military base was constructed, together with a satellite up-link station and maintenance and repair facilities. Over a century after the Great War, the base was reactivated by the Enclave, who converted it into their primary mainland outpost, establishing a location for refueling and maintaining their Vertibirds. Due to the limited range of the Vertibird,[4] as well as frequent malfunctions, Vertibird schematics were almost always present on site for necessary repairs and maintenance, but were prone to misplacement.[5] By 2242, Navarro was still a relatively new base, without a full compliment of staff.[6] Replacements were transferred to the base from other, smaller installations on the mainland.[7][8]

While the Enclave used Navarro, it played host to a number of important figures, including two prominent Enclave scientists, Dr. Henry and Dr. Schreber. They worked together, but had radically different theories about the mutations in the wastelander population and methods of curing them. Their disagreements had dire consequences: when Henry was arguing with Schreber about the mutation problem for the five billionth time, the latter told Henry in a fit of anger that he was going to recommend Henry's transfer to another Enclave facility and reassignment to cybernetic maintenance. Henry took the threat seriously and within hours, he stole a cybernetic dog and slipped away from the Navarro facility. The Enclave, although not pleased with the doctor's attitude and avenues of research, were unhappy with his desertion (they need all the scientists they can get), which resulted in several soldiers from Navarro being punished for negligence.[Non-game 1] Henry wasn't the only deserter: Navarro's location on the mainland made it possible for others to abandon the Enclave (for example, A. Ron Meyers).[9] The fact that soldiers were issued leave to San Francisco couldn't help the situation.[10]

In 2242, the Chosen One infiltrated the base, disguised as a new recruit. They were sloppy: Sgt. Arch Dornan caught them, but assumed that they were an actual new transfer and delivered one of the greatest and inspiring verbal smackdowns in recorded history.[11] Their mission was otherwise successful: they killed Dr Schreber, freed Xarn,[Non-game 1] liberated K-9 (taking him to Shady Sands)[Non-game 1] and, most importantly, retrieved the Tanker FOB[Non-game 2] and used it to activate the tanker to travel to the oil rig. After the destruction of the oil rig, a senior scientist and father of Colonel Autumn was contacted by John Henry Eden, who ordered the Enclave forces to relocate eastwards, to the Capital Wasteland.[Non-game 3]

Navarro remained as a fully staffed Enclave base, including one of its premiere infantry squads, the Devil's Brigade. Some time after 2246,[12] the New California Republic "took out" Navarro, stating that it posed a threat to the region.[13][14][15] The New California Republic Army was victorious and the Enclave remnants fled.[2][16] Advanced technology was recovered from the base, including Vertibirds in operational condition and a mysterious package bearing markings similar to those found in the Divide. Whitley created a Duraframe eyebot prototype and referred to "Navarro scientists" in his audio logs, requesting that they continue development of the duraframe eyebot.[17] The eyebot carried on from the Divide and continued traveling to where it thought Navarro was.[18]

Gas station[]

The station acts as a checkpoint for the military base. The sentry's role is to turn away any undesirables and direct them through the minefield in the forest next to the station as well as receive replacement recruits from other mainland bases.

The surface houses the vertibird landing pad as well as a vertibird hangar, maintenance workshop, air traffic control station, barracks, and the drill sergeant's quarters, with adjacent kennels.

Underground[]

The underground areas of the base contain the base's armory, mainframe, commander's office and the soundproofed science lab, operated by Dr. Schreber, participating in the deathclaw intelligence enhancement project.[19][20]

Behind the scenes[]

I remember that once we put all of the locations on the world map that we moved some of them around a bit to create a more even spacing of adventure locations. I don't remember if we moved the Enclave's mainland base for this reason, but it's possible.Matt Norton, Fallout Bible 5
  • There is an unincorporated community of the same name in California.
  • The location name Colusa/Nevarro is listed in game scripts.[27][Non-game 6]
  • In Fallout Bible 9, Chris Avellone noted that Navarro's fate was not decided on by the designers, and speculated that the Brotherhood would have been interested in taking it, but would have suffered serious casualties.[Non-game 7][Non-game 8] The eventual canonical fate of Camp Navarro was later expanded on in Fallout: New Vegas.

    In the recent past, the Enclave—the remains of the United States government—were evacuated to an oil rig off the coast of California. Little is known about what happened to these forces, although the country has a new commander-in-chief: President John Henry Eden. However, recent reports and chatter have pinpointed the resurgence of the Enclave, with their base centered on a secure underground facility known as Raven Rock. Initial contact was made there 35 years ago.
    During this time, the new President Eden has been slowly rebuilding his resources, thanks in part to the technology already available at the Raven Rock military base. Vertibirds, weapons, and robots were easy to construct, but human followers were more difficult to find. The answer was to rely on Colonel Autumn, who controls the Enclave soldier forces, as well as creating a propaganda-spewing series of Eyebots sent to roam the Wasteland, spreading hope. Eden could spout his pro-government rhetoric, and promise a return of the pre-war America of legend: a land of white picket fences, baseball, apple pie, and good, old-fashioned American global supremacy.
    President Eden's secretive plan all along has been to rule over an America of the "pure," free from any mutation. He has learned of a ridiculously ambitious experiment known as Project Purity, and knew the time to strike had come: His Enclave forces would "reclaim" the Jefferson Memorial. By controlling the purified water, Eden would control the Capital Wasteland, and the rest of the country eventually. What better way to administer modified F.E.V.- which kills anyone infected with any form of mutation-than through the water supply?"

    No one knows what happened to Navarro after the Enclave was destroyed. It's unlikely that the BOS seized it after the events in F2 because they didn't have a strong military presence up North at the end of F2. They would have been interested in taking it, however - although they would have suffered serious casualties."
