By the time I got through with things, not much was left standing. Any morons who didn't run when they saw me coming got what they deserved.

Orion Moreno is an American who is a retired Enclave soldier living in outer New Vegas in Fallout: New Vegas.

Background[edit | edit source]

This bitter old man with a grudge against the NCR is more than meets the eye. Over forty years ago, Moreno was a proud soldier of the Enclave, serving in the Devil's Brigade as a heavy weapons trooper.[2] He was stationed at Navarro and served under Mark Gannon (Judah Kreger after Gannon's unfortunate death), together with Cannibal Johnson and Dr Henry (before his defection). Daisy Whitman was the squad's designated Vertibird pilot. Although both he and Johnson were the squad's heavy hitters, Moreno's ruthless demeanor and absence of anything even remotely resembling mercy made him constantly clash with Johnson, who was as close to a conscientious objector as possible. Their fights kept the commanding officers busy much of the time.[3]

Much of Orion's behavior stemmed from his dedication to the Enclave. He never questioned the orders he received or the legitimacy of the Enclave's actions. To him, the Enclave was the United States, in one unbroken chain from George Washington to Dick Richardson. The destruction of control station Enclave and the subsequent fall of Navarro broke something inside him, burning any love or passion that remained within him.[4] While other members of his squad moved on, Moreno remained stuck in the past, reliving his glory days and resenting the NCR for what happened in Navarro.[5] The Mojave Campaign did not improve his view of the Republic, especially not when soldiers came to his house and informed him that he was squatting on NCR land... Despite living there for far longer than the NCR occupied Hoover Dam.[6]

Quests[edit | edit source]

  • For Auld Lang Syne: Finding Moreno and reuniting him with his squad is part of the quest. If confronted, Orion has very high health, which, combined with his power armor and use of stimpaks. Of course, this also makes him an excellent fighter during the Second Battle of Hoover Dam.

  2. The Courier: "What did you do when you were with the Enclave?"
Orion Moreno: "Heavy weapons trooper. Nothing better than hosing down a target with an excess of bullets and laser fire. By the time I got through with things, not much was left standing. Any morons who didn't run when they saw me coming got what they deserved. Back then, it was war. If we'd been on the winning side, I'd be called a hero."
    (Orion Moreno's dialogue)
  3. The Courier: "I'd like to know more about your former squad."
Judah Kreger: "I was the officer in charge, and Johnson and Moreno were my heavy hitters. Henry handled tech things, and Whitman flew the chopper. Johnson and Moreno never got along, and I had my hands full keeping those two apart some days. It was a difference in philosophy, mostly. "Mercy" was not part of Moreno's vocabulary."
    (Judah Kreger's dialogue)
  4. Arcade Gannon: "Moreno took the fall of the Enclave hard. He never questioned his orders, never questioned the legitimacy of what the Enclave was doing. To him, it was all one unbroken chain, from Washington to Richardson. When we left Navarro, I remember looking up at Moreno. He said, "Kiss America goodbye, boys." When we left the Enclave behind, the love in him burned itself out. Now there's just a bitter old man left."
    (Arcade Gannon's dialogue)
  5. The Courier: "What's Moreno's problem with the NCR?"
Judah Kreger: "They won, we didn't. It's as simple as that. The rest of us moved on while Moreno... didn't. Still, I'm not convinced Moreno hates the NCR as much as he thinks he does. You still might be able to talk him out of leaving."
    (Judah Kreger's dialogue)
  6. The Courier: "Do you have something against the NCR?"
Orion Moreno: "Oh, like you wouldn't believe. The NCR makes a habit out of wrecking homes. I came out here to get away from them - didn't work out so well. Next thing I know, I'm squatting in "their" land. Never mind that I'd already been living here for years."
