PV is a harborman who was the leader of a group scouting the Children of Atom for Allen Lee in 2287.

After their scouting, they concluded several points about them. One, that there were a lot more Children on the Island than they previously thought; two, that they were heavily armed; three, they were tougher than they looked; four, that more were arriving regularly; and five, that even if Captain Avery – whom PV has a particularly low opinion of – would sign off on open warfare casualties would mount quickly. Of all the scouting party only Mike was willing to go through with the attack.[1]
