Parker Quinn is a conman in Fallout 4.

A budding entrepreneur, Parker Quinn has allegedly been working to phase the bottle cap out as the mainstream currency by negotiating with traders and merchants throughout the Commonwealth. To this end, he says that all vendors in the region will accept charge cards as payment on purchases up to 100 bottle caps.
He offers these charge cards to financially responsible wastelanders for the price 110 caps, with the 10 caps being his service charge. Of course, Mr. Quinn is a run of the mill scammer, exchanging worthless plastic cards for a good lump sum of valuable bottle caps.
