A local "tourist", as Deacon puts it, Ricky was sent by the Railroad to monitor the situation in Lexington and gather intel. He's a local man with a way of speaking bringing images of hairy hillbillies to mind, but he's a crack shot with a rifle and a keen observer.

- Tradecraft: Ricky is the first stop near Lexington and provides valuable intel. The player convince him to share his supplies (some stimpaks, easy persuasion), provide sniper support (difficult), or storm the place as a distraction (very difficult and will annoy companions).
