Robert Whiteman was a Mama Dolce's plant manager, praised by Human Resources for his speedy staffing of the Food Processing factory in Washington, D.C. and acquiring four new employees. He was actually a PLA intelligence operative working undercover. It's possible that Whiteman is actually Captain Huang, commander of the Washington operation.[1]
