General Jingwei was a pre-War Chinese Army General who commanded the Chinese troops during the Invasion of Alaska. Given that his shock sword was acquired by the U.S. Army, he likely died during the Anchorage Reclamation.

There he will be seen calmly executing an American Captive with his shock sword in the midst of a battle between American and Chinese soldiers. After this he can be dealt with through either a Speech check or through combat.
