Sam Glover was the oldest son of Henry Glover, a candidate for Vault 11's overseer endorsed by the Utilitarian, Divine Will and Allied Service Workers Blocs.

He was the oldest son among six children, including Henry Glover, Jr. His father tried to use his and his son's family as a reason to not be elected and mentioned him by name. This may have been a moot point, as Katherine Stone was elected due to her murder of other members of another voting bloc.
