The Second Continental Congress was a convention of delegates from the thirteen American colonies that started meeting on May 10, 1775, in Philadelphia, Pennsylvania.

Background

The Second Continental Congress formed soon after the American Revolution was in full swing and was the de facto government of what would later become the United States of America. It was the device in which the drafting and ratification of the Declaration of Independence took place. Following the American Revolution, it would also draft and ratify the Articles of Confederation, the precursor to the Constitution of the United States.
