The senate employee ID is a quest item in the Fallout 3 add-on Broken Steel. It can be used for accessing M.A.R.Go.T. without having to succeed in any checks.
Location
The senate employee ID is located in the presidential sub level, shortly after entering the metro area. It is found on a briefcase near a pre-War hat, glasses, and a skeleton inside a metro train car crushed under some rubble at the end of one of the tunnels.
