Background[]
Shaanxi is a landlocked province in the People's Republic of China. Intelligence agents at the Switchboard had been monitoring Shaanxi for its suspected development of stealth submarines, nicknamed the "Ghost Fleet." By 2075, the region had been importing large quantities of complex polymers and key synthetic compounds consistent with the development of stealth technology.[1]
