Defender Sibley is a Brotherhood of Steel Outcast found at the Outcast outpost in the Fallout 3 add-on Operation: Anchorage.

Background[]

A grim and hostile individual, Defender Sibley is a Brotherhood hardliner, who firmly believes in the mission of the Brotherhood Outcasts, namely recovering technology and keeping it out of the hands of wastelanders by any means necessary. Anyone outside the Outcasts is a potential threat as far as Sibley is concerned, which is a key issue between him and Protector McGraw; The protector's willingness to negotiate and cooperate with wastelanders is seen by Defender Sibley as evidence of weak will and a danger to Outcast operations.[Non-game 1]

This attitude makes him a natural leader to fellow hardliners, particularly those operating under McGraw. While he understands and shares their sentiments, Sibley firmly believes in the chain of command. He follows McGraw's orders, even if he finds them disagreeable, and keeps any whispers of mutiny contained.[2][3] However, his patience has its limits; The lack of progress and mounting casualties are stretching his loyalty thin, and McGraw's decision to seek outside help might very well snap it.[4]

Sibley is not on great terms with Specialist Olin either, especially after the fiasco with Gary 23, which was brutal, and worse, did not result in any progress.[5]

Quests[]

  • Aiding the Outcasts: Sibley is the first Outcast met underground and takes the Lone Wanderer to Olin and the VR pod when he is told to do so by Protector McGraw.
    • If the player character is wearing Outcast power armor, Sibley will be grudgingly deferential, mistaking them for a fellow Outcast (as will other Outcasts).
    • If the player character is female and has the Black Widow perk, a unique dialogue option will be available upon speaking to Sibley ("Listen, sweetie. I'm kind of lost. Can I talk to whomever's in charge?"), which results in Sibley being blown completely off-track and politely taking the player to McGraw. This does not affect the mutiny, however.

Other interactions[]

  • Once the Anchorage Reclamation simulation is completed and the player opens the armory, Sibley will decide that enough is enough and confronts Protector McGraw. He refuses to hand over technology from the vault to a random wastelander just like that, especially after so many Outcast casualties. McGraw stands his ground, calling him a traitor to the Outcasts, and violence erupts.[6]
    • Defender Sibley is the weakest human antagonist in Fallout 3, as even at his highest possible level, his stats are set like those of a scribe. His low stats usually result in him being killed by Olin, McGraw, and the player very quickly after he triggers the mutiny. However, he is assisted by other rebelling outcasts in the base, who are significantly tougher.
    • If the player kills Defender Sibley without causing the rest of the Outcasts to aggro (such as through sneak kills, planting an explosive on him, or Mister Sandman), the mutiny script will be prevented from running, thus the Outcasts will remain friendly.

Behind the scenes[]

Outcast members Sibley, Olin, McGraw and Morrill, all of who appear in the Operation: Anchorage add-on for Fallout 3, appear to be named after buildings on the campus of Cornell University, including Sibley Hall, Olin Hall, Olin Library, McGraw Hall, McGraw Tower and Morrill Hall.
