Activating the broadcast
The broadcast antennae can be easily found if you start at Smith Casey's garage and go north-northeast up the hill to the military checkpoint and tent with a sentry bot and follow the road leading to a fenced area which contains the broadcast tower. The electrical switch is found on the transformer beside.
This is one of nine broadcasting drainage chambers. Within the drainage chamber are several food items, a pre-War book, medical brace, motorcycle gas tank, motorcycle handbrake, two lawn mower blades, purified water, a copy of Pugilism Illustrated, and the usual ham radio.
The Morse code translation of the broadcast is:

This translates to "Seeking all stations, this is... Papa November... Papa November... Papa November... Over." It is emanating from one of nine encoded broadcasting stations.
