Steve Armstrong is found dead at Vault 101's entrance during Trouble on the Homefront in Fallout 3.

The adopted son of Stanley and Beatrice Armstrong, Steve was sick for much of your youth. In the commotion of the rioting, Steve thought it was a good idea to try to slip past security and escape into the Capital Wasteland and leave the vault behind. Obviously his plan didn't go so well and ended instead with his untimely demise.
