Lucky 38 VIP Card Used In The Sewers...[]

Does anyone know why the Lucky 38 VIP Card is used in the Central Sewers? I hacked the Central Sewers Control terminal and it when I clicked on "Central Sewer Control" it said "Access Override - House Directive 449b." (Which is something that happens on other terminals that have to do with the VIP Card.) I'm very curious about this, as I've yet to figure out what the cards do, although I may have just missed something on here or in my guide on them. >.< My apologies if I'm asking this and it's already been answered somewhere (I've already looked over on the VIP Card page on here. I will be cross posting this question on that topic, as well.) Anyways, thanks in advance for any answers.Vulpes Inculta 17:55, November 12, 2010 (UTC)
