Yeah, not a bad thing that Interplay lost the rights of the Fallout franchise at that point.

Anyone who hates Fallout 3 for "ruining the series", take a long look at this. It could have been worse.

Explain how it would ruin the fallout series if anything it would add some much needed insight as to whats going on outside the post apocalyptic U.S.

No design documents or information

There are several design documents mentioned but not included. Checked the Vault and history on both, no luck. Extensive online search resulted only information linked back to the wiki (kotaku, rock paper shotgun).
