I found it but I don't remember any loot.I think you get the note in a random encounter. HuangLee 04:58, September 19, 2009 (UTC)

Alright, just buzzed through the area, exactly where he said it would be. On a plateau to the far east of the Tower. One Wastelander, dead, standard chem loot (one Jet, one Med-X, one Stimpak) and the note. Curiously, there were three dead Mole Rats nearby, all empty. Area sweep turned up no psycho, though. Body despawns[]

If you wander near the cell where this body is found and do not loot it, eventually the body will despawn and the note will be forever lost. Highly missable note.
