The description of the Fallout 3/NV as fully automatic and the L30 as not being fully automatic makes no sense. There's no indication that the L30 is not fully auto and making a gatling weapon that wasn't would be absurd. All automatic weapons in the turn-based games fire in "burst" mode, that simply represents the character using the weapon firing in a burst, as trained people do when using automatic weapons. Given how many shots the L30 fires when used, the idea that it has a "burst" mode (like an M16A2) is patently ridiculous, and the flimsy logic used here to claim that it does would suggest that automatic weapons do not exist in Fallout, Fallout 2, or Fallout Tactics simply because the characters do not fire the weapons without stopping. The most sensible approach to the "burst" mechanic in the turn-based games is that the trigger is being held down to fire multiple rounds, so the weapons are by definition automatic.
I apologize for how verbose all of that was, but I think this is something that should be addressed and wanted to make it perfectly clear why. If someone can give a logical, sensible argument for the L30 not being fully automatic I'd be quite willing to discuss it, but otherwise, I would like to change the description of these weapons to describe it as such.
