I think you are both wrong. Not only did Coke also release a clear cola in the 90's (http://en.wikipedia.org/wiki/Tab_Clear) but another version in the 40's, which was often called white coke (http://en.wikipedia.org/wiki/White_Coke) which was comissioned by a Marshall of the Soviet Union to resemble vodka, as he loved the taste of Coke but it was seen as a symbol of American imperialism in the USSR. Considering Fallout's universe is based around cold war science fiction, I think that white Coke is the more likely answer.
