What does "Critical Hit Chance" mean in Fallout 4?!

Overdrive says it improves critical hit chance... but I thought all critical hits are when I press the crit button during a VATS attack after earning one? Or does this improve the rate at which the critical bar fills per shot? Or some other thing. Cattlesquat (talk) 22:15, February 5, 2016 (UTC)

It gives you a chance to score critical hits automatically, without using up the crit bar. --Alfwyn (talk) 16:46, February 10, 2016 (UTC)

critical hits outside of vats
