I have not seen Phillipe throughout my entire playthrough of Fallout NV. I got through ''Beyond the Beef'' without seeing or hearing about him, and I've searched through his entire kitchen several times without seeing him. The only time I've ever heard him even being mentioned is by those cooks with flamers grilling those brahmin. I used the "repair" reply when challenged by the waiter on my first trip down into the kitchen from The Gourmand just to look around after I first met Mr. House, and then got banned there for winning too much.
